Voltim Global has been moving freight from Russia to Türkiye since 2014, and since March 2024 we have run a regular supply line carrying equipment and materials from Russian manufacturers to the Akkuyu Nuclear Power Plant. Our headquarters is in Mersin, the same Turkish province where the plant is being built, while our Moscow office works directly with factories and suppliers on the loading side, in their language and their time zone. We take responsibility for the whole chain: collection at the factory gate, international transport, transit documents, import clearance in Türkiye and delivery to the construction site itself.
Why is supplying Akkuyu NPP a logistics discipline of its own?
Akkuyu is Türkiye's first nuclear power plant: four VVER-1200 units of 1,200 MW each, 4,800 MW in total, under construction on the Mediterranean coast near Büyükeceli in the Gülnar district of Mersin Province. Once all units are online, the plant is expected to cover around 10% of the country's electricity demand, and it is the world's first nuclear project delivered under a build-own-operate model. In October 2026, primary-circuit hydraulic tests were completed at Unit 1, with hot functional testing next; first power to the grid is targeted before the end of 2026. Units 2 to 4 remain under construction, so the flow of cargo to the site is not easing: equipment, components, spare parts and materials have to arrive on the very date the installation team needs them. For suppliers and contractors this translates into tight deadlines, strict documentation requirements and the need for one logistics partner who knows the Russian loading side, Turkish customs and the access rules at the site gate equally well.
Which routes do we use from Russia to Türkiye?
We are not tied to a single route. We choose the option that fits the cargo, the deadline and the current situation at the borders:
- Tuapse–Taşucu RoRo. Our main route, used for roughly two thirds of our Akkuyu shipments. The loaded tractor and trailer drive onto the vessel in Tuapse and roll off at Taşucu port, which is equipped with RoRo ramps. There is no transshipment along the way, and the port of arrival lies in the same province as the plant.
- By road via Upper Lars and Georgia. A continuous road option with no sea leg. Since 1 October 2025, trucks have crossed Upper Lars through an electronic queue, and the crossing is closed temporarily in bad weather, as happened in August 2026. We build that risk into the plan and switch cargo to RoRo when needed.
- By road via Iran. Added in 2026 as an alternative that keeps cargo moving when the Caucasus corridor is congested.
- From the EU: Czechia–Bulgaria–Türkiye. Equipment manufactured or consolidated in Europe travels on a direct road route through Bulgaria.
Vehicles are matched to each shipment: curtainsiders for general cargo, container carriers for containerised loads, and lowbeds and low-loaders for heavy pieces. More on the road side is on our international road freight page.
Where in Russia do we collect cargo?
On the Akkuyu line we have collected cargo from more than 100 different loading points in Russia. The most frequent are Moscow and the Moscow region, St Petersburg, Sosnovy Bor (Leningrad region), Nizhny Novgorod, Veliky Novgorod, Yekaterinburg, Chelyabinsk, Kasli, Barnaul, Belgorod, Izhevsk and Volgodonsk. We also ship from Minsk (Belarus) and Opava (Czechia). If your supplier's address is not on this list, simply include it in your request and we will build the collection plan around it.
How do customs clearance in Taşucu and final-mile delivery work?
Cargo bound for the plant is cleared at Taşucu customs. We start preparing the declaration while the truck is still on the road and close any documentation gaps in advance, so the cargo does not sit idle after arrival. Then comes the final mile: delivery to the Akkuyu site at Gülnar–Büyükeceli in line with site access rules and the receiving schedule. Where needed, cargo can be held in a bonded warehouse and released to site on the day and in the sequence the construction team requests.
Most deliveries on this line are carried out together with our partner BG Logistics: of the more than 450 shipments since March 2024, over 400 have moved through this partnership. One concrete example: in August 2026, together with BG Logistics, we distributed 10 trucks from Tarsus to the plant site in a single day. Which documents are required, and how does customs work?
The basic set consists of the commercial invoice, packing list, CMR consignment note and certificates of origin; depending on the type of equipment, the consignee may ask for additional certificates. From the border to Taşucu the cargo moves under customs control with a TIR Carnet or a transit declaration; for shipments leaving the EU we lodge T1 transit declarations through NCTS. The transit scheme is chosen in advance for each route; see transit customs and bonded transit transport for details. Out-of-gauge cargo: a KGM special permit in one day
Heavy and out-of-gauge equipment needs a special permit from Türkiye's General Directorate of Highways (KGM) with an approved route, and this is one of the steps where projects lose the most time. Voltim Global's distinctive strength is obtaining that permit in one day, as we did for an out-of-gauge road shipment from Voronezh to Mersin. How does the process work, step by step?
- Request: you send us the cargo description, dimensions and weight, loading address, target date and delivery terms.
- Quote and routing: pricing is prepared individually, and the route and vehicle type are agreed.
- Collection: a truck is assigned to the factory or warehouse, and loading and securing are supervised.
- Transit and customs: transit documents are issued, border crossings are monitored and clearance is completed in Taşucu.
- Site delivery: the cargo is handed over on site, and daily vehicle tracking keeps you informed of its position throughout the journey.
