Transit customs clearance is the regime under which third-country origin cargo crosses Turkey under customs supervision without entering free circulation. It is required whenever goods pass through Turkish territory on their way to another country or customs gate. Which documents are used in transit operations?
The core transit documents are the TIR carnet and the T1, T2 and T2L declarations filed through the NCTS system; for temporary import and exhibition transport, the ATA carnet is used. How does the transit customs process work step by step?
The transit customs process runs in six steps. First, cargo information is gathered — origin and destination port, product type and HS code analysis — then the NCTS or TIR declaration is drafted. A guarantee is provided via bank security or TOBB-backed cover, followed by customs approval and sealing at the exit gate. Border-gate crossings are monitored with real-time tracking throughout the journey, and the operation is completed when the transit declaration is closed at destination.
How is the transit guarantee provided?
The transit guarantee is provided either as a bank guarantee or as TOBB-backed cover. It secures the customs liabilities attached to cargo moving under the transit regime and is put in place after the declaration is drafted, ahead of customs approval at the exit gate. Voltim manages transit guarantees and bank security as part of its service scope, with TIR carnet guarantee operations run on a TOBB-integrated basis. The process concludes when the declaration is closed at destination.
