What is BILGE NCTS?

BILGE ("BİLgisayarlı Gümrük Etkinlikleri", Computerised Customs Activities) is Turkey's electronic customs system, operated by the Ministry of Trade (Directorate General of Customs); its newer web interface is the BILGE Customs Platform. NCTS (New Computerised Transit System) handles every stage of a transit movement, from declaration to discharge, through electronic messages. Turkey joined the Common Transit Convention on 1 December 2012, and NCTS Phase 5 went live on the platform on 17 November 2024, with the transition period ending on 20 January 2025. Note: this is an information guide by Voltim Global, not the official portal.

Who uses BILGE NCTS and how do you log in?

Users authorised on behalf of a company, or their customs brokers, work in the system; rights are granted per company. Official Ministry of Trade entry points:

  1. Click "Sisteme Giriş Yap" (Log in) and choose Yükümlü (trader) as the user type; Memur and Dış Kullanıcı are for other user groups.
  2. Sign in with username and password, e-Devlet, e-signature, Turkish ID card or mobile signature; e-signature and ID card logins need the e-İmza Client application installed.
  3. Select your authorised company, then open the NCTS module card in the e-Portal.

No visit to a customs data-entry room is needed: all NCTS operations run in a web browser on any internet-connected computer.

How does the transit declaration and guarantee process work, step by step?

  1. EORI matching: link your tax number to your EORI on the "EORI Matching and Identification" screen; declarations without an EORI are rejected.
  2. Procedure and document: T1 for non-EU goods, T2 for EU goods; TR for national transit within Turkey, IR for road movements of goods already cleared for export. A TIR carnet is an alternative to common transit.
  3. Guarantee: NCTS accepts individual or comprehensive guarantees; a comprehensive guarantee is drawn down across several operations and is applied for at the Directorate General of Customs. Under TIR, the maximum guarantee in Turkey is EUR 100,000 per carnet, with TOBB as guaranteeing association.
  4. Building the declaration: enter the operation and guarantee, consignment, transport equipment, house consignments, items and packages: up to 99 house consignments of 999 items each, with a mandatory 6-digit HS subheading.
  5. Submission and presentation: the IE015 message carries the declaration and IE170 notifies presentation at departure; since Phase 5 you can file up to 30 days before presentation.
  6. Release and arrival: after release, the transit accompanying document travels with the goods; arrival and unloading notifications close the movement.

What are the most common BILGE NCTS errors?

  • An EORI number that has not been matched to the company's tax number
  • A missing 6-digit HS subheading
  • Multiple consignors or consignees entered as items instead of separate house consignments
  • A guarantee error that leaves the declaration in "Transit Not Released" status
  • Blank seal ID or transit time limit under the simplified procedure
  • A vague goods description in box 10 of a TIR carnet, such as "goods as per invoice"

Data that breaks a rule opens an error panel on submission ("There are errors to be resolved!"); correct and resend.

How is data security ensured in digital customs operations?
All digital customs operations run on infrastructure certified to ISO/IEC 27001:2022 for information security management. Customer commercial data is stored on encrypted channels and managed in full compliance with KVKK and GDPR. Declarations and attachments are digitally archived in the e-Archive system, keeping document access traceable and record integrity protected.
Which user type should I choose when logging in to BILGE NCTS?
Companies, and users acting on their behalf, select the "Yükümlü" (trader) user type on the login screen; the Memur and Dış Kullanıcı options are meant for other user groups. You can sign in with a username and password, e-Devlet, e-signature, Turkish ID card or mobile signature. The company selection screen then lists only the companies you are authorised for, and the NCTS module card in the e-Portal takes you to the declaration screens.
Why is EORI matching required in NCTS, and what happens if it is deleted?
The EORI number is the company registration and identification number needed to lodge a transit declaration; declarations without one are not accepted, and the system checks its validity automatically. Matching is done with your tax number on the "EORI Matching and Identification" screen of the NCTS trader interface. If a match is deleted once, only one more matching attempt remains, and a third requires an application to the competent customs office, so delete with care.
What did NCTS Phase 5 and Phase 6 change for transit declarations in Turkey?
Phase 5 introduced an EUCDM-aligned data model: declarations became layered into consignment, house consignment and item levels, the 6-digit HS subheading became mandatory in all contracting countries, and declarations can be lodged up to 30 days before the goods are presented. For Phase 6, Ministry correspondence indicated a planned move from June 2026, initially under the opt-out model, with no change to national transit. Check the current status with your broker before filing.
