How do you log in to the NCTS BİLGE portal?

Last updated:

Short Answer — NCTS BİLGE Login

You log in to the NCTS BİLGE portal from the common login screen of the Ministry of Trade (Ticaret Bakanlığı): select "Yükümlü" (obligated party/trader) as the user type, then sign in with a username and password, e-Devlet, e-signature, Turkish ID card or mobile signature. After selecting the company, you move on to the NCTS module; only the companies for which the user is authorised appear in the list.

Note: This page is not the official portal; it is an information guide prepared by Voltim Global. The login screens belong to the Ministry of Trade.

What should be ready before logging in?

  • BİLGE user code and password: If not obtained before, they are created via the "İlk Şifre Oluşturma" (create initial password) step on the Ministry's BİLGE Password Operations (BİLGE Şifre İşlemleri) screen. Holders of the procedure also log in to NCTS with the same BİLGE user code.
  • Company authorisation: The company on whose behalf the user will act must be defined in the system.
  • Authentication tool: An e-signature card, a mobile signature line or an e-Devlet password.
  • e-İmza Client: Must be installed on the computer for login with an e-signature or ID card.

Step-by-step login

  1. Open the Ministry of Trade common login page (giris.ticaret.gov.tr) in your browser.
  2. Select "Yükümlü" as the user type. "Memur" is for customs staff, and "Dış Kullanıcı" (external user) is for users from other institutions.
  3. Choose the login method and enter your details. Mobile signature requires the operator and a 10-digit phone number; e-signature and ID card require a PIN.
  4. On the company selection screen, select the company on whose behalf you will act.
  5. Click the NCTS module card on the e-Portal (module address: bgp-ncts.ticaret.gov.tr).
  6. On first use, match your tax number with your EORI number on the "EORI Eşleştirme ve Tanımlama" (EORI matching and definition) screen; a transit declaration without an EORI is not accepted.

Who can access it?

Holders of the procedure lodging transit declarations, the customs brokers and their assistants working on their behalf, carriers and forwarders log in to the system with their own codes. Companies authorised to dispatch goods from or receive goods at their own premises also use screens specific to this status; the conditions for the status are described in the entry on authorised consignor and consignee. For the general structure of the system, see the entries what is BİLGE NCTS and the BİLGE customs system.

BİLGE client or web portal?

Searching for "download customs portal BİLGE" is a habit from the old days. No separate desktop program needs to be installed for NCTS operations; a browser on a computer connected to the internet is enough, and there is no need to go to the data entry hall at the customs office. Companies lodging large numbers of declarations can also use commercial customs software that connects to the Ministry's web services. The declaration itself is described in the entry on how to lodge an NCTS transit declaration; for other types of declaration, the entry on e-declarations provides guidance.

Common login errors and solutions

  • Wrong user type: If a company user selects "Memur" or "Dış Kullanıcı", the session will not open. "Yükümlü" must be selected.
  • Company not shown in the list: The user has not been authorised for that company; the company's authorised person needs to define the authorisation.
  • e-signature not read: The e-İmza Client and card reader driver are out of date, or the certificate has expired.
  • Password error: Reset via "Şifremi Unuttum" or the security question and answer.
  • EORI warning: The matching has not been done or has been deleted. Since deleting and redoing the matching is not always allowed, this step should be taken with care.
  • Session drops: The session closes after a long period of inactivity; clear the browser cache and log in again.

How does Voltim Global help?

In transit customs clearance, Voltim Global has NCTS declarations prepared on its customer's behalf through contracted customs brokers and follows them up. For companies' own questions on system use and integration, it offers a digital customs service.

Frequently Asked Questions

Can a customs broker log in to NCTS on my behalf?
Yes. The customs broker logs in to the system with their own BİLGE user code and submits the transit declaration on behalf of the company they represent. In this case, the company does not need to use a password itself. However, since the declaration is lodged with the company's EORI number, the matching must have been done in advance. Principal responsibility remains with the company, or with the company and the broker jointly, depending on the type of representation.
What happens if the EORI matching is deleted?
The EORI is the company identification number required to lodge a transit declaration, and the system automatically checks its validity. When the matching is deleted, no transit declaration can be submitted on the company's behalf until a new one is made, and re-matching may not always be possible through the system. Companies without a BİLGE password can have the matching done by applying to a customs office with their tax number, EORI number and power of attorney. The link should be deleted only if it is genuinely incorrect.
