Is Iran a party to the TIR Convention, and how does the TIR guarantee work?

Last updated:

Short Answer — TIR Convention (1975)

Yes. Iran acceded to the 1975 TIR Convention on 16 August 1984; the guaranteeing association in Iran is ICCIMA and the guarantee limit is EUR 100,000. If an irregularity occurs, the customs administration first claims from the persons directly liable; if the duties and taxes cannot be collected from them, the national guaranteeing association in that country pays the debt.

What is the TIR Convention?

The TIR Convention is a multilateral customs convention that allows goods in a sealed load compartment under customs control to cross several borders with a single document and an international guarantee. According to UN records, the 1975 convention was adopted in Geneva on 14 November 1975 and entered into force on 20 March 1978. The system is managed by IRU under a UN mandate; according to IRU, TIR has 78 Contracting Parties. The carnet itself is explained in the what is a TIR carnet entry.

The table shows that every country on the Europe–Turkey–Iran and Russia–Georgia–Turkey–Iran corridors is a party to the convention. Guarantee limits vary by country: on a transport under the same carnet, the ceiling is EUR 60,000 in Russia, USD 50,000 in Georgia and EUR 100,000 in Iran and Turkey.

How does the TIR guarantee work?

  1. The carnet holder places the goods under the TIR procedure; the carnet is accepted at the office of departure and the truck is sealed.
  2. If an irregularity occurs during the transport, the customs administration of the country concerned first claims the duties and taxes from the persons directly liable.
  3. If payment cannot be obtained, for example because the liable company has gone bankrupt, the claim is made to the national guaranteeing association in that country.
  4. The guaranteeing association pays the duties and taxes at risk in its own country, up to the limit.

The guarantee limit caps the duties and taxes at risk, not the value of the cargo. In Turkey, if the total duties exceed EUR 100,000 and a risk factor is present, the Ministry of Trade first applies the vehicle tracking system (ATS). In other countries, the measure taken when the limit is exceeded depends on that country's customs administration, so for high-duty cargo the limit is checked separately for each country. The general logic of the guarantee is explained in the transit guarantee entry.

Who is the guaranteeing association in Iran?

In IRU's guarantee table, Iran's guaranteeing association is listed under code 57 as ICCIMA (Iran Chamber of Commerce, Industries, Mines and Agriculture). ICCIMA is responsible for guaranteeing duty and tax debts arising under the TIR procedure in Iran, while the body that issues carnets to Turkish carriers is TOBB in Turkey.

Does being a party mean no other documents are required at the border?

No. TIR only facilitates customs transit. Road transport permits, driver visas and vehicle and driver documents are separate matters; the list is in the documents a truck must carry entry. During its August 2026 site visit to the Gürbulak–Bazargan gate, IRU highlighted sending electronic cargo data to customs in advance and lanes reserved for TIR trucks; the subject is covered in the TIR-EPD and TIR Green Lane entry. In the same statement, IRU describes eTIR as the fully digital equivalent of TIR; details are in the eTIR system entry.

What does Voltim Global do on this corridor?

Voltim Global's Russia → Turkey → Iran lane runs via Verkhniy Lars (Upper Lars), Georgia, Sarp and Gürbulak–Bazargan; every country on the route is a party to the TIR Convention. The Moscow office coordinates loading in Russia, and transit documents and tracking are managed by Voltim Global. You can request a quote for Russia–Turkey–Iran road freight by sharing where your cargo will be loaded, where it will be delivered, its type, dimensions and weight and the date.

Frequently Asked Questions

Does being a party to the convention mean TIR actually operates in that country?
Not always. In some countries listed as parties by the UN, the system may not operate in practice; the European Commission states that the procedure is used by more than 66 countries. The practical sign that the system works in a country is that IRU's table lists a guaranteeing association and a guarantee limit for it. In Iran, that association is ICCIMA.
Does the TIR guarantee limit cap the value of the cargo?
No. The limit is the maximum amount of customs duties and taxes at risk during transit; it is not directly related to the invoice value of the cargo. In Turkey, if the total duties exceed EUR 100,000 and there is a risk factor, the vehicle tracking system is applied first.
Where is a TIR carnet obtained in Turkey?
The guaranteeing association in Turkey is TOBB, and carnets can only be obtained by carriers admitted to the system. The company must hold an international authorisation certificate from the Ministry of Transport and Infrastructure, and the vehicle must have an approval certificate valid for two years. The application steps are explained in the how to obtain a TIR carnet entry.
