How do you complete an oversize load transport declaration?

Last updated:

Short Answer — Oversize Load Declaration

An oversize load declaration is completed in the application for a Special Load Transport Permit (Özel Yük Taşıma İzin Belgesi) submitted to KGM (General Directorate of Highways) via e-Devlet, by entering the packed dimensions and weight of the cargo, the tractor and trailer plates, axle configuration and axle loads, route and timing in full and based on documents. The application is made by the vehicle operator or the transport organiser.

Why is the declaration so important?

KGM does not see the cargo when granting a permit; it looks only at the declared information. The route, bridge checks, escort requirement and travel hours are determined on the basis of this data. The declaration is therefore not just form-filling but the official summary of the transport plan. If a roadside measurement or weighing gives a value different from the declaration, the permit conditions are breached.

What information should the declaration contain?

SectionInformation requiredPoint to watch
ApplicantCompany or institution details, contactThe e-Devlet service matching the applicant type is selected
Cargo descriptionType of cargo, quantity, that it is indivisibleDetachable parts are listed separately
Cargo dimensionsLength, width, heightOutermost dimensions including packaging, skids and chocks
WeightNet weight of the cargo and gross weight with the vehicleMust be based on a weighbridge ticket or manufacturer's document
Centre of gravityLongitudinal and vertical centre of gravity of the cargoAxle distribution is calculated from this point
Vehicle combinationTractor and trailer plates, number of axles and spacingThe permit is specific to these vehicles and cannot be transferred to another plate
Axle loadsWeight on each axle when loadedEven if the total is correct, the single-axle limit must not be exceeded
Loaded vehicle dimensionsTotal length, width, height of the combination, overhangsHeight is measured from the ground
Route and dateDeparture and arrival points, roads to be used, timing of transportUnder the regulation, a separate permit is obtained for each loaded trip

How is it completed step by step?

  1. Base the cargo data on documents: Obtain a packed-dimension drawing, weight and centre of gravity information from the manufacturer in writing. Do not apply on the basis of verbal information.
  2. Finalise the vehicle: Determine the plates, registration details and axle configuration of the tractor and trailer that will carry out the transport.
  3. Calculate axle loads: Work out the weight on each axle according to the position of the cargo on the trailer. The method is explained in the axle load calculation entry.
  4. Enter the route: Where possible, specify alternative roads using the results of a previously conducted route survey.
  5. Submit via e-Devlet and pay the fee: In 2026, a fee of 18,813.80 TL is charged for each Special Load Transport Permit.
  6. Check the permit: When the permit arrives, share the route, hours, escort and marking requirements with the driver and escort team.

Who signs and who is responsible?

The application is made by the vehicle operator, or the transport organiser handling the job on its behalf, using e-Devlet authentication. The applicant is therefore the legal owner of the declaration. The source of the dimension and weight information, however, is the cargo owner; giving incorrect information extends liability to it as well. It is recommended that this division be set out in writing in the contract (see liability in oversize transport).

What are the consequences of a false declaration?

A dimension or weight that does not match the permit during an inspection means the cargo is being transported in breach of the permit conditions. Article 65 of Law No. 2918 has provided for an administrative fine of 60,000 TL in this case since February 2026; the vehicle is held until the conditions are met. If the cargo is oversize, a fine of 10,000 TL for the operator and 20,000 TL for the consignor may also be added. The real cost is often greater than the fine: a new application, waiting and a missed vessel or installation slot.

Common mistakes

  • Measuring and declaring the cargo without its packaging.
  • Setting off with a different trailer changed at the last minute instead of the trailer plate written on the permit.
  • Assuming the centre of gravity is the geometric centre of the cargo.

How does Voltim Global support this?

For oversize cargo transport, Voltim Global combines the data from the manufacturer with the vehicle plan and prepares the application. With a fully prepared file, the KGM special permit for the Voronezh–Mersin shipment was issued in one day.

Frequently Asked Questions

What should we do if we do not know the centre of gravity?
Ask the manufacturer in writing; the centre of gravity is marked on the drawings of most heavy equipment. If the information is not available, it can be calculated by weighing the cargo at two or more points. Applying on the basis of an estimate misrepresents the axle distribution and also affects the cargo's tipping stability. Why this matters is explained in the centre of gravity entry.
Can a second trip be made with the same permit?
Not for loaded transport. The Special Load Transport Permit is issued separately for each trip, for the specified vehicle, route and time. The only time-limited document is the Special Permit (Özel İzin Belgesi), issued for out-of-gauge vehicles that need to travel continuously while unladen. For repeated trips with the same cargo, each trip must be declared separately.
